Prior to representing Ohio's 6th Congressional District, Johnson spent 26 years in the U.S. Air Force, retiring with the rank of lieutenant colonel. He received the Air Force Meritorious Service Medal, the Air Force Commendation Medal, and the National Defense Service Medal.

Johnson was born in Roseboro, North Carolina. He earned his B.S. from Troy University in 1979 and his M.S. from the Georgia Institute of Technology in 1984.
