Boyle earned his B.A. in government from the University of Notre Dame in 1999 and his M.P.P. from Harvard University in 2005.

His professional experience includes working for American Management Systems as a consultant from 1999 to 2002 and as a teacher for Kaplan Test Preparation. In 1995, Boyle served as coordinator for Ed Rendell for Mayor. He then was a fundraiser for Bob Casey for Governor in 2002. He was also a candidate for the Pennsylvania House of Representatives in 2004 and 2006 but was not elected.
