Davis was born in Parkdale, Arizona, and moved to Chicago in 1961. He earned a bachelor’s degree from Arkansas AM&N College, a master’s degree from Chicago State University, and a doctorate degree from the Union Institute in Cincinnati, Ohio. Prior to serving in Congress, Davis served on the Cook County Board of Commissioners from 1990 to 1996. He also served on the Chicago City Council from 1979 to 1990 as the alderman for the 29th ward.
