After attending Western Kentucky University from 1956-1957, he went on to earn both his A.B. and LL.B. from the University of Kentucky in 1962 and 1964, respectively. Rogers also served in the Kentucky and North Carolina Army National Guard from 1956-1963. Prior to his political career, Rogers worked as an attorney in Kentucky's Pulaski and Rockcastle counties.
