Welch served in the Vermont State Senate from 1981 through 1989 and from 2002 through 2007. During his time in the state Senate, he was minority leader from 1983 to 1985 and president pro tempore from 1985 to 1989 and from 2003 to 2007. In 1988 he unsuccessfully ran for Congress.

Peter Welch was born in Springfield, Massachusetts. Welch graduated from Cathedral High School. He earned a bachelor's degree from the College of the Holy Cross in 1969 and a juris doctor from the University of California at Berkeley in 1973. Welch's career experience includes working as a lawyer.
