Norman is a former Republican member of the South Carolina House of Representatives, representing District 48 from 2004 to 2006 and again from 2008 to 2017. He resigned in order to campaign as a candidate in the 2017 special election to replace Mick Mulvaney as the representative for South Carolina's 5th Congressional District.

Norman earned his B.S. from Presbyterian College in 1975. He is a Real Estate Developer. Norman was a candidate for the United States House of Representatives in 2006, but was not elected.
