Prior to serving in Congress, Neal served on the City Council and as Mayor of Springfield, Massachusetts.
Neal was born in Worcester, MA. He received a bachelor's in political science from American International College. He continued his education at the University of Hartford, earning a master's in public administration. Prior to his congressional career, Neal served as mayor of Springfield, Massachusetts.
