Before being elected to the Senate, Baldwin worked as a lawyer in private practice. She served in the Wisconsin State Assembly from 1993 to 1999 and six terms in the United States House of Representatives from 1999 to 2013.

At the start of the 116th Congress, Baldwin was a member of the Senate committees on Appropriations, Commerce, Science, and Transportation, and Health, Education, Labor, and Pensions.

As of a 2014 analysis of multiple outside rankings, Baldwin is one of the most reliable Democratic votes, meaning she can be considered a safe vote for the Democratic Party in Congress.

Baldwin graduated from Madison West High School in Wisconsin. She then earned her bachelor's degree from Smith College and her J.D. from the University of Wisconsin Law School. After earning her J.D., she went into private practice. She started her political career as a member of Dane County's Board of Supervisors. She was previously a Democratic member of the U.S. House of Representatives, representing Wisconsin's 2nd Congressional District from 1999 to 2013. She also served in the Wisconsin State Assembly from 1993 to 1999.

Baldwin is the first openly gay member of the United States Senate.
