Key Points

  • Woodside’s new distribution policy, effective for full-year 2026, targets shareholder returns of 20%–40% of adjusted operating cash flow. It prioritizes a base dividend equal to 20%, with additional distributions subject to investment needs and board discretion.
  • The company expects existing operations and projects under construction to generate more than $40 billion in adjusted operating cash flow from 2027–2032 under mid-price assumptions, with annual sales projected to grow to about 280 million barrels of oil equivalent by 2032.
  • Woodside aims to lift ROACE to 12%–15% by the mid-2030s and raise structural cost savings to $400 million annually from 2028. Major projects include Scarborough, targeting first LNG in 2026, Trion, targeting first oil in 2028, and Louisiana LNG, targeting first LNG in 2029.
  • Five stocks to consider instead of Woodside Energy Group.

Woodside Energy Group NYSE: WDS outlined a new shareholder distribution policy and capital allocation framework at its 2026 Capital Markets Day, as the energy producer targets higher returns from major oil and liquefied natural gas projects.

Chief Executive Officer and Managing Director Liz Westcott said the company is targeting return on average capital employed, or ROACE, of 12% to 15% by the mid-2030s. Woodside also raised its annual structural cost savings target to $400 million from 2028 and expects to reduce its global workforce by more than 500 positions over time.

The company expects its existing business and projects under construction to generate more than $40 billion in adjusted operating cash flow from 2027 through 2032 under its mid-price assumptions. Annual sales are projected to reach approximately 280 million barrels of oil equivalent by 2032, up from about 212 million in 2025.

New distribution policy and investment tests

Chief Financial Officer Graham Tiver said Woodside’s new distribution policy, effective for full-year 2026 results, targets total shareholder distributions of 20% to 40% of adjusted operating cash flow. The prior policy targeted 50% to 80% of underlying net profit after tax.

The new framework prioritizes a base dividend of 20% of adjusted operating cash flow alongside sustaining and committed capital spending, ahead of discretionary growth projects. A further 20% may be returned through dividends, share buybacks or both, with the board retaining discretion to distribute more if cash is available.

Additional distributions will compete with balance sheet management and future growth investments for available capital. Tiver said every growth project must have an internal rate of return above 12% and a positive net present value under Woodside’s low-price assumptions. Westcott said clearing the 12% hurdle alone would not guarantee approval.

Under a $70-per-barrel Brent oil case, Woodside estimates it will have approximately $17 billion available for discretionary allocation from 2027 to 2032. That figure rises to approximately $26 billion under an $85 Brent scenario, Tiver said.

Woodside remains committed to maintaining an investment-grade credit rating, he said. The company no longer has a 10% to 20% gearing target in its capital framework, although it will continue to monitor and report gearing alongside liquidity, debt maturities and other measures.

Major projects underpin cash flow outlook

Westcott said the Scarborough Energy Project in Western Australia was 99% complete and on track for its first LNG cargo in 2026. Initial Scarborough gas had entered the warm end of Pluto Train 2 ahead of liquefaction.

Trion, an oil project offshore Mexico, was 71% complete and targeting first oil in 2028. Louisiana LNG was 32% complete, with construction underway across its three foundation trains and first LNG targeted for 2029, she said.

Woodside’s current outlook excludes potential Louisiana LNG expansion trains and the Beaumont New Ammonia project, both of which featured in the previous year’s case. Tiver said the revised plan is anchored in approved growth projects, with future opportunities required to compete for capital.

Westcott said Woodside has retained 57% of Louisiana LNG’s total capital expenditure following Stonepeak’s and Williams’ participation. She said the company continues to see interest in further participation and LNG offtake, but intends to be disciplined in selecting partners.

Costs, emissions and portfolio management

Woodside’s savings program includes portfolio optimization, streamlined processes and lower external spending. Westcott said the $400 million target represents costs the company expects to remove from the business relative to what they otherwise would have been in 2028, rather than a straightforward reduction from reported 2025 costs.

The company also released a climate transition plan with a target to reduce net equity Scope 1 and 2 greenhouse gas emissions intensity by 30% by 2035, compared with a 2025 gross equity emissions intensity baseline. Westcott said an intensity-based target was chosen to encourage operational efficiency without constraining production growth.

Chief Commercial Officer Mark Abbotsford said Woodside expects stronger marketing, shipping and trading capabilities to contribute an additional one-percentage-point uplift in ROACE by the early 2030s. The company plans to use its growing portfolio to direct LNG to higher-value markets while managing exposure to price volatility.

Westcott said Woodside’s base business and committed projects are expected to deliver ROACE of around 10% under mid-price assumptions. Cost reductions, portfolio management and capital allocation are intended to help lift returns toward the longer-term target.
